Minnesota school districts are required to have a Total Special Education System (TSES) plan in place under Minnesota Rule 3525.1100. This plan describes how the district ensures that all eligible students with disabilities are identified, evaluated, and provided with appropriate special education services in accordance with state and federal law.
While Minnesota does not prescribe a specific format, districts must maintain a documented system that outlines required special education procedures. Many districts organize this required system documentation into a TSES Manual to provide clear guidance for staff and families regarding processes, procedures, and compliance requirements.
Our district uses a TSES/MTSS framework to support early intervention, problem-solving, and instructional decision-making for students. This system helps ensure that student needs are addressed as early and effectively as possible within the least restrictive environment.
Our district’s TSES Manual outlines required procedures related to special education services, including referral processes, evaluation procedures, service delivery, and compliance with Minnesota Rule 3525.1100.
