Early Childhood Special Education (ECSE) supports young children with developmental delays or disabilities from birth through kindergarten. While all children develop at their own pace, some children may need additional support due to delays in development or medical conditions that affect learning and growth.
ECSE services are provided at no cost to families and may take place in a variety of settings, including the home, community settings, and early childhood programs in school buildings.
Part C (Birth to Age 3)
Part C services support infants and toddlers who demonstrate developmental delays or have diagnosed conditions that may affect development. Services are coordinated through an Individualized Family Service Plan (IFSP) and are designed to support both the child and family.
Part C focuses on early intervention in areas such as:
- Communication
- Motor development
- Cognitive development
- Social-emotional development
- Adaptive/self-help skills
Services are typically provided in natural environments such as the home or childcare settings.
Part B (Ages 3 to Kindergarten Entry)
Part B Early Childhood Special Education services support children ages 3 through kindergarten entry who qualify through a special education evaluation. Services are guided by an Individualized Education Program (IEP).
Children may qualify if they demonstrate delays in areas such as:
- Cognition
- Communication
- Motor skills
- Social-emotional development
- Adaptive/self-help skills
- Hearing or vision concerns
Services may be provided in school-based early childhood classrooms, community settings, or other least restrictive environments appropriate to the child’s needs.
ECSE Services and Support
ECSE staff include licensed early childhood special education teachers, speech-language pathologists, occupational and physical therapists, and other specialists who work collaboratively with families and early childhood providers.
Together, they:
- Support children in building foundational developmental skills
- Develop individualized plans (IFSPs or IEPs) based on assessed needs
- Partner with families to support learning and development at home and in the community
- Connect families with community resources and supports
How to Refer a Child / Child Find
The district is committed to identifying and supporting children who may need special education services as early as possible. This process is known as Child Find.
Families, caregivers, physicians, and community members may refer a child if there are concerns about development in any area, including speech and language, motor skills, learning, behavior, or social-emotional development.

A developmental screening or evaluation may be scheduled to determine whether a child is eligible for ECSE services.
