In Minnesota schools, restrictive procedures are emergency interventions used only when a student presents an immediate risk of harm to themselves or others. These procedures may temporarily limit a student’s movement or access in order to maintain safety.
Minnesota law requires schools to first use positive behavior supports, prevention strategies, and de-escalation techniques. Restrictive procedures are used only as a last resort, for the shortest time necessary, and in the least restrictive manner possible. They are never used for punishment, discipline, or staff convenience.
Any use of a restrictive procedure must follow Minnesota Department of Education requirements, including documentation and parent notification.
Any staff who may need to implement a physical hold or other restrictive procedure must receive required training in approved, district-adopted techniques before using these interventions. This training is designed to ensure that procedures are used safely, appropriately, and only in accordance with state law and district policy.
